Forever 21

Forever 21 is a Los Angeles-born fashion brand whose stated mission centers on self-expression through value-oriented fashion. It became associated with fast fashion and a teenage customer base, while later coverage noted difficulty attracting older customers. The company filed for Chapter 11 bankruptcy protection in 2019 amid online competition, store-reduction plans, and market withdrawals. In 2023, it partnered with Shein to carry Forever 21 merchandise and accept selected returns from Shein’s online orders. In early 2025, its parent company, Sparc Group, merged with JCPenney to form Catalyst Brands. On March 17, 2025, Forever 21’s U.S. operating company filed for bankruptcy protection for a second time and announced plans to wind down its U.S. business; Authentic Brands Group retained the brand’s international intellectual property.
